Statement by the Ministry of Foreign Affairs and Expatriates on the Human Rights Council’s Adoption of the Resolution on Supporting Human Rights in the Syrian Arab Republic

Damascus, March 27, 2026 – The Syrian Arab Republic welcomes the unanimous adoption by the UN Human Rights Council of the resolution on Syria for the second consecutive year.

Syria expresses its appreciation for the constructive approach and cooperation demonstrated by the core group of countries sponsoring the resolution and their efforts in drafting it.

This year’s resolution was adopted under a new title: Supporting Human Rights in the Syrian Arab Republic. It was also included in the second item on the council's agenda dedicated to general discussion, instead of appearing in previous years under the fourth item dedicated to cases requiring the council's attention. These changes clearly indicate the evolving approach of the Council towards the situation in Syria.

The Syrian Arab Republic views positively the resolution’s emphasis on supporting and integrating the work of the International Commission of Inquiry with national efforts, through the provision of technical advice and capacity building.

The Council’s evolving approach acknowledges the practical steps taken by the Syrian government to promote human rights, despite the heavy legacy of the Assad era and the ongoing challenges.

In this context, the Council acknowledged the progress made and the tangible improvements since the liberation. The resolution welcomes several positive developments in Syria, including the establishment of national commissions for transitional justice and for missing persons, Presidential Decree No. 13 of 2026 on the rights of Kurdish citizens in Syria, and the parliamentary elections as a step forward in the country’s political process.

The resolution also welcomes the statements by the Syrian Arab Republic condemning human rights violations since December 2024, the measures taken by the Syrian government to investigate and ensure accountability, and its ongoing cooperation with UN mechanisms, including the International Commission of Inquiry, granting it unprecedented and unrestricted access in Syria. The government affirms its commitment to continuing this approach, in line with its national priorities, and will engage with the Commission in the same spirit to implement the aspects requested by the Council.

The resolution reaffirms the need for full respect for Syria’s sovereignty, support for its efforts to preserve its unity and territorial integrity, and rejection of any form of partition. It acknowledges the statements of the UN Secretary-General and the Office of the Special Envoy to Syria regarding Israel’s violations of the 1974 Disengagement Agreement, which threaten to further destabilize the region, exacerbate regional tensions, and undermine efforts to de-escalate the conflict.

Based on its national and international responsibilities, the Syrian Arab Republic reaffirms its unwavering commitment to strengthening the human rights system and consolidating the principles of justice and accountability, thereby contributing to accelerating the path of recovery and development. In this context, it emphasizes the importance of the international community and various international human rights mechanisms supporting national efforts to consolidate security and stability and build a homeland of dignity worthy of all Syrians.
