Certification of power of attorney at diplomatic missions for powers of attorney issued by the host country

This service enables citizens to certify powers of attorney issued outside Syria at diplomatic missions for use within the Syrian Arab Republic

General Instructions

  • The validity period of power of attorney for acceptance and certification by the Syrian Ministry of Foreign Affairs and Expatriates: One year from the date of issuance of the power of attorney at our missions abroad

  • After certification by the Syrian Ministry of Foreign Affairs, it must be filed with the notary public as soon as possible

  • The document to be certified must be prepared for use within Syria

Required documents


  • A valid passport and a copy of it, or a personal ID card and a copy of it
  • A copy of the agent person's ID card or a copy of valid passport
  • If the power of attorney is a special real estate power of attorney, a real estate registration certificate issued in Syria and certified by the Ministry of Foreign Affairs, not older than 3 months, is required
  • If the power of attorney is a special vehicle power of attorney, a vehicle registration certificate issued in Syria and certified by the Ministry of Foreign Affairs, not older than 3 months, is required
  • For a power of attorney related to managing company affairs, a company registration certificate, not older than 3 months, is required
  • For a power of attorney related to matters of minors, a legal guardianship certificate from the Sharia court, not older than 3 months, is required
  • For a power of attorney related to matters concerning an incapacitated person, a legal guardianship certificate issued by the sharia court, not older than 3 months, is required

Terms and conditions


  • Applicant: When certifying power of attorney at the diplomatic missions that were issued by a notary public in the host countries, the concerned individual (the principal or the agent) must be present. However, for certifying general powers of attorney or those involving the sale of tangible assets, only the principal must be present.

  • The power of attorney must be issued from the country where the diplomatic mission is located or from one of the countries for which the mission is responsible, and it must be certified by the Ministry of Foreign Affairs of the host country.
