Civil Status / Registration of a sealed record/

any person over the age of eighteen whose birth has not been registered, while both of their parents are registered in the civil status records

This service enables individuals with to begin the transaction process at the diplomatic mission before completing it later in Syria

General Notes

After completing the sealed record report at the diplomatic mission, the mission sends the report to the Civil Status Directorate. The concerned individuals or their legal representative must visit the Civil Status Directorate in the Syrian Arab Republic to complete the procedures

Required documents


  • A birth certificate or document issued by the competent authorities, provided that the document is original and certified by the Ministry of Foreign Affairs of the country of birth
  • two personal photos , size 3.5 x 4 cm, with a white background
  • Marriage certificate of the parents, certified by the Ministry of Foreign Affairs of the country of residence, or a marriage certificate issued by the Syrian Civil Status Directorate, duly certified by the Syrian Ministry of Foreign Affairs and Expatriates or one of its consular offices in the provinces
  • The personal ID card of both parents or their valid passports, or a civil registry extract for each of them, duly certified by the Syrian Ministry of Foreign Affairs and Expatriates or one of its consular offices in the provinces, provided that the document is issued within the last three months
  • Fill out the birth form, which can be obtained from the diplomatic mission
  • Fill out the paternity verification form which can be obtained from the embassy
  • The presence of two witnesses to prove paternity, provided that the witness is over eighteen years old at the time of the birth. It is preferable that the witnesses be relatives of the sealed record, excluding the parents and siblings, without gender discrimination
  • The personal ID cards of the witnesses or their passports
  • Family statement
