Syrian Arab Republic Welcomes US House Vote to Repeal the “Caesar Act”

Statement Issued by the Ministry of Foreign Affairs and Expatriates of the Syrian Arab Republic

Damascus, December 11, 2025 – The Syrian Arab Republic welcomes the vote taken today by the United States House of Representatives to repeal the so-called “Caesar Act” within the National Defense Authorization Act, considering this step a direct result of the constructive diplomatic engagement led by the Syrian government with the United States over the past months, under the vision of His Excellency President Ahmad al-Sharaa.

This development constitutes a pivotal step toward rebuilding trust and opening a new path for cooperation, paving the way for broader economic recovery and the restoration of opportunities of which the Syrian people have been deprived for years as a result of sanctions. This vote, together with the anticipated vote in the Senate next week, also lays the groundwork for a phase of tangible improvement in import activity and the availability of essential goods and medical supplies, thereby creating favorable conditions for reconstruction projects and the revitalization of the national economy.

The Ministry of Foreign Affairs and Expatriates affirms its continued and diligent efforts to lift the remaining restrictions in service of the interests of the Syrian people. The Syrian government expresses its appreciation to all those who have contributed to supporting this path, expressing the hope that the forthcoming vote will lead to the complete abolition of the entire restrictive system and open new horizons of cooperation between the Syrian Arab Republic and the United States of America.
