Syrian Ministry of Foreign Affairs and Expatriates and UNDP Sign Memorandum of Understanding to Strengthen Diplomatic Institute
Damascus, 20 November 2025 – The Ministry of Foreign Affairs and Expatriates signed a Memorandum of Understanding today with the United Nations Development Programme (UNDP) to strengthen the capabilities of the Diplomatic Institute and its role in preparing and qualifying Syrian diplomats.
The Memorandum was signed in the presence of Mr. Yasser Al-Jundi, Director of the Diplomatic Institute at the Ministry of Foreign Affairs and Expatriates, and a UNDP delegation headed by Mr. Rouhi Afghani, UNDP Deputy Resident Representative.
Both sides welcomed the signing of the Memorandum of Understanding, which constitutes an important step in their shared commitment to supporting Syrian institutions at a crucial stage in the recovery process and to strengthening governance and institutional capacity-building at the national level.
The Memorandum provides for technical support to modernize the Institute’s working environment, thereby enabling diplomats to carry out their duties in keeping with current diplomatic requirements and national priorities. It also envisages the adoption of modern, interactive, and practical training programmes, including a comprehensive training-of-trainers programme to prepare a new generation of Syrian diplomats.
The UNDP delegation reaffirmed its commitment to ongoing cooperation with the Ministry of Foreign Affairs and Expatriates, noting that this Memorandum constitutes a first step in a broader process of joint cooperation aimed at enhancing the capabilities of Syrian institutions and meeting the requirements of the coming stage.
