Joint Statement of the Syrian Arab Republic and the People’s Republic of China
Beijing, November 17, 2025

Foreign Minister Asaad Hassan Al-Shaibani met today with Chinese Foreign Minister Wang Yi, a member of the Political Bureau of the Central Committee of the Communist Party of China, during his visit to China. The two sides held constructive talks, negotiating and exchanging views on Syrian-Chinese relations and issues of mutual interest.

First:
Both sides emphasized the importance of the historical friendship between the two countries and peoples, affirming their commitment to strengthening and developing this friendship in a way that serves     their mutual interests. They also agreed to refrain from interfering in each other’s internal affairs and to maintain communication and consultation on the international stages.

They affirmed their commitment to exploring cooperation in economic fields, particularly in the reconstruction phase in Syria, in light of the available opportunities and the living conditions of the Syrian population, as well as in other areas of mutual interest.

The two sides discussed the broad and legal aspects of combating terrorism and the need to significantly enhance cooperation in this field. They also acknowledged the importance of the China-Arab States Cooperation Forum in advancing China-Arab cooperation and agreed to continue working within this framework.

Second:
The Minister reiterated his firm commitment to the One-China Principle, affirming that the government of the People’s Republic of China is the sole legitimate government representing China, of which Taiwan is an inseparable part. He expressed his support for China in safeguarding its national sovereignty and territorial integrity, and his firm opposition to any interference in its internal affairs by any party.

He called upon the Chinese side to continue implementing the revitalization of the Belt and Road Initiative proposed by President Xi Jinping and expressed Syria’s readiness to engage more closely with China.

He also noted his concern for China’s security interests and pledged that Syria would not be a source of threats to China and would not allow any entities to use its territory for activities that undermine China’s security, sovereignty, or interests.

The Minister thanked China for all the assistance it has provided to Syria and expressed his willingness to cooperate with China in all fields, praising China’s successful development model that has brought prosperity and well-being to its citizens.

Third:
He affirmed his support for the sovereignty, independence, territorial integrity, and national unity of the Syrian Arab Republic, and emphasized that the Syrian government is the sole legitimate representative of the Syrian people. Support was expressed for the political process in Syria under the leadership of the Syrian government, along with commendation for its efforts in combating the scourge of drugs, enforcing anti-drug laws, fighting terrorism, and protecting the rights of all without discrimination.

Support was also expressed for Syria’s development path in accordance with its national priorities. Furthermore, both sides affirmed that the Golan Heights are Syrian territory.

Fourth:
At the conclusion of the two meetings, the participants resolved to continue dialogue and ongoing coordination, translating the discussions into joint actions and initiatives that contribute to the growth and prosperity of both sides within a spirit of cooperation.
